This is the governing document of the Korea Bangladesh Education Council. Every member agency accepts it in full on joining, and signs it as part of the membership application.

It is a 30-section instrument covering the nature and role of KOBAEC, member agency independence, student management and application accountability, the stance against fraudulent agencies and document fabrication, student awareness and welfare, Korean language and skills development, advertising standards, member verification, the code of conduct, use of the KOBAEC name and logo, complaints, investigation and fair hearing, disciplinary measures, cooperation with universities and government bodies, and amendment of these rules.
Core principle. KOBAEC does not itself recruit students or process visa applications. Each member agency remains independently responsible for its own students, applications, university correspondence and service delivery.
